Licenses
Two companies, one regulator, and a database you can search without asking us for permission. This is the page to read first if you have never heard of us.
Registration
Where the registration stands, who regulates credit access businesses in Texas, and the two companies behind the brand.
Credit Access Business
Texas credit access business registration: not yet issued
We are not publishing a registration number on this page yet. A number previously shown on this site was checked on 2026-09-14 and is not ours, so it was removed everywhere rather than left in place. Until the registration certificate is in hand, we would rather show you nothing than show you a number you cannot match to us.
The number goes here the day the certificate is in hand, with the date it was checked beside it. Until then, search the Office of Consumer Credit Commissioner for the legal entity name — Dollar Loans LLC d/b/a Dollar Loanz — rather than for a number.

Credit Access Business
Dollar Loans LLC
Arranges the funding and charges the Credit Access Business fee, worked out on the amount advanced for each month the agreement runs.
Lender of record
S2 Funding LLC
Advances the funds and charges interest on the amount advanced, for the whole term. That interest is S2 Funding LLC's part only, and it is not the total cost of credit.
Who regulates us
Office of Consumer Credit Commissioner(800) 538-1579 — consumer helplineoccc.texas.gov(opens in a new tab)
That helpline takes complaints about any Texas Credit Access Business, this one included. We would rather you raised it with us first and we fixed it. But the number is here either way, because a company that hides its regulator is telling you something.
Texas only. We arrange title funding only in Texas. The application is completed online. There is no storefront behind this website.
Plain English
It is the least-understood phrase in this industry, and it explains why there are two companies on your paperwork instead of one.
In Texas, a company can arrange consumer credit without being the one that advances the funds. Texas law calls that company a Credit Access Business and it is regulated by the Office of Consumer Credit Commissioner. It finds the funding, does the underwriting, handles the paperwork and services the agreement — and it charges a fee for that work.
A separate company advances the funds and charges interest on them. Here that is S2 Funding LLC, lender of record, and it is named on your agreement.
So there are two charges, from two companies, for two different things. That structure is legal and ordinary. What would not be fine is quoting you only S2 Funding LLC’s interest rate, which is the small one, and letting you discover our fee at signing.
Every finance charge on this site is both charges together, in dollars. S2 Funding LLC’s rate on its own is never shown as the cost.
Plainly
License claims get used as a full-stop argument. They are not one, and pretending otherwise is how the word stops meaning anything. Our own registration status is at the top of this page.
What it does mean
What it does not mean
A thing worth knowing
Financial companies carry several identifiers from different bodies, and swapping one for another is a common way of looking more regulated than you are.
You will see numbers attached to finance companies — an NMLS ID, a state filing number, a tax identifier, a registration issued by a specific regulator for a specific activity. They come from different organizations, they mean different things, and one of them is not evidence of another.
For this product, in this state, the identifier that matters is the one the Office of Consumer Credit Commissioner issues to a Credit Access Business. Nothing else substitutes for it.
An OCCC registrationOurs
Issued by the Office of Consumer Credit Commissioner to a Credit Access Business operating in Texas. This is the one that governs the agreement you would sign with us.
An NMLS ID
A record in a multistate licensing system used across several kinds of financial license. It is a different identifier, issued for different purposes. If you ever see one presented to you as an OCCC registration, that is a mistake at best.
A company filing number
Proof that a company exists and filed its paperwork with a Secretary of State. Useful — you can look both of our entities up that way — but it says nothing at all about whether anyone may advance or arrange credit.

If it goes wrong
Telling you how to report us to a regulator is the inverse of what a bad actor does, which is precisely why it is printed here rather than buried.
Tell us
Through the complaints page, or by replying to anything we have sent you. We would rather fix it than have it escalated, and we will tell you what we are doing and when.

If the first answer is not good enough, ask for it to go up. You do not have to know a name to do that — say the word escalate and it moves.
